The Freemason is not an official organ , though it always on Masonic principles , supports lawful authority . The Freemason is not the mouthp iece of a party or the representative of a clique . The object of its publishers from first to last , has been to create an independent
Masonic journal , which will seek to represent , more or less perfectly , the public opinion of the Order . That it docs so with some success is proved by its large circulation , and thc kind and flattering support it receives at home and abroad . But that it is not infallible , that it claims no exemption from the little errors of human judgment , that it seeks to
say nothing dogmatically or offensively has often been asserted , and we believe is Generally conceded . Its opinions only extend " quantum valent " as far as they do represent general public opinion ; and when the Freemason is blamed for this view or that view , it only convinces us that the angry and incriminating brother has not yet realized the meaning of the liberty of the
press , or appreciates the luxury of an honest expression of opinion , or the need and use of a Masonic journal . The Freemason may be sometimes a little ahead or a little behind , for the matter of that , of Masonic public opinion , but whether it be so or no , in truth matters little , as if brethren do like it , they will read it , and if they don ' t they won ' t , that is all . Since its
foundation , in 1869 , up to the present time , the Freemason has pursued the even tenor of its way , endeavouring to " run straight ; " to speak openly , fairly , honourably , Masonically ; to be just to all its readers , correspondents , and all the fraternity ; but it will never be deterred from saying what it means and meaning what it says , either by foolish speeches or lachrymose
complaints . * ' * A PARAGRAPH appears in our last Freemason which seems to demand some explanation . It is there stated ( p . 457 ) , in respect of the p lans for the preparatory Boys' School , the real sum at present authorised to be spent is no more than ^ 13 , 000 . Perhaps our esteemed Bro . ROEBUCK ,
who is always very fair dealing , can explain what such a statement really means . The only sum authorised so far by the subscribers to be spent is - £ 8000 , and we sincerely trust that there is some little error in the paragraph . We know that we are expressing the feeling of very many subscribers when we add that we hone to be speedily and officially reassured as to the large
increase of expenditure above what has been authorized and to which this paragraph lends a countenance . All the plans , as we said last week , in our humble opinion are too grand and too costly . The lowest is for £ 13 . 500 or £ 13 , , while the highest , if we remember rightly , even exceeds . £ 25 , 000 . Just now renewed building operations , beyond what has
been already agreed to , would be very undesirable , and would constitute a " quasi" breach of fact with the subscribers , as the vote for £ Sooo was unanimously agreed to in the belief that such was a bona , fide resolution , and that that amount would not be exceeded . If wc are not misinformed that was the orig inal intention , and such is the present decided feeling of its mover , Bro . RAYNHAM STEWART .

Bro . James Stevens having written to complain of a paragraph which appeared in the last Freemason , relating to the rejection by Grand Lodge of a motion of his anent District Grand Lodges in London , we think it right to say that the paragraph in question was taken from an evening contemporary , and was inserted on the assumption that it had been communicated " by Bro . Stevens himself to the press . The moment it came under editorial supervision , even before Bro . Steven's letter reached the office ,
the incorrectness of the assertion , on Masonic grounds , was apparent , and must have been so to all readers of the Freemason . Bro . James Stevens ' motion could not have been rejected by Grand Lodge , never having been submitted to it , such motion having been refused by the President of the Board of Masters as unconstitutional , such action having been upheld by the R . W . G . M . in the chair , as before Grand Lodge . We elsewhere call attention to the real new motion .

The PROV . GRAND . SECRETARY read a letter from Bro . M . E . Frost , Prov . Grand Treasurer , resigning from the office , which he had held so many years , but owing to failing energy he was desirous of being relieved the duties . The resignation was accepted , but the election of a successor was postponed . The new bye-laws , which had been revised by a Committee , after having been discussed in each lodge in the province , were unanimously adopted .
Bro . O'CONNOR , G . S . W ., and the W . M . of Lodge 309 , on behalf of the Portsmouth brethren , brought forward several amendments on the proposed alterations of the Book of Constitutions ; but as the debate would have occupied longer time than was then suitable , the matter was referred to a committee of the Provincial Grand Officers and thc Worshi pful Master , or representative , of every lodge in the province . Provincial Grand Lodge Of South Wales (Western Division).
PROVINCIAL GRAND LODGE OF SOUTH WALES ( WESTERN DIVISION ) .
The annual meeting of this Provincial Grand Lodge took place on Wednesday . The brethren assembled under the banner of the Cambrian Lodge , No . 464 , at the Masonic Hall , Haverfordwest . The Rt . Worshipful Bro . Col . Lloyd-Philipps , Prov . Grand Master , presided , and was supported by a goodly assembly of the brethren of the province , the Prov . Grand officers of the year , with but one exception , being in attendance . After Prov . Grand Lodge had been formally opened the roll of lodges was called
over , and it was found each one in the province was represented . The minutes of last Provincial Grand Lodge meeting , held in New Miiford , in July of last year , having been read and confirmed , the Prov . Grand Treasurer ' s accounts for the past year were submitted . These showed a balance due to Prov . Grand Lodge of £ 32 19 s . 7 d . The election of Prov . Grand Treasurer resulted in the re-appointment of Bro . J . Jenkyn Jones , who was complimented on the zeal he had hitherto
displayed in the welfare of the province and thanked for services rendered . Before proceeding to the appointment of Prov . G . Officers for the next twelve months , Col . Lloyd-Philipps expressed his gratification at the way in which the officers of the past year had fulfilled their duties , and thanked them heartily for their services . He announced that he had received a letter from Lord Kensington , in which he regretted his Parliamentary duties precluded him from thc hope of being present at the meeting , and

The minutes of the last regular Provincial Grand Lodge , and that of an especial lodge were read and confirmed .
The PROV . GRAND . SECRETARY read a letter from Bro . M . E . Frost , Prov . Grand Treasurer , resigning from the office , which he had held so many years , but owing to failing energy he was desirous of being relieved the duties . The resignation was accepted , but the election of a successor was postponed . The new bye-laws , which had been revised by a Committee , after having been discussed in each lodge in the province , were unanimously adopted .
Bro . O'CONNOR , G . S . W ., and the W . M . of Lodge 309 , on behalf of the Portsmouth brethren , brought forward several amendments on the proposed alterations of the Book of Constitutions ; but as the debate would have occupied longer time than was then suitable , the matter was referred to a committee of the Provincial Grand Officers and thc Worshi pful Master , or representative , of every lodge in the province . Provincial Grand Lodge Of South Wales (Western Division).
PROVINCIAL GRAND LODGE OF SOUTH WALES ( WESTERN DIVISION ) .
The annual meeting of this Provincial Grand Lodge took place on Wednesday . The brethren assembled under the banner of the Cambrian Lodge , No . 464 , at the Masonic Hall , Haverfordwest . The Rt . Worshipful Bro . Col . Lloyd-Philipps , Prov . Grand Master , presided , and was supported by a goodly assembly of the brethren of the province , the Prov . Grand officers of the year , with but one exception , being in attendance . After Prov . Grand Lodge had been formally opened the roll of lodges was called
over , and it was found each one in the province was represented . The minutes of last Provincial Grand Lodge meeting , held in New Miiford , in July of last year , having been read and confirmed , the Prov . Grand Treasurer ' s accounts for the past year were submitted . These showed a balance due to Prov . Grand Lodge of £ 32 19 s . 7 d . The election of Prov . Grand Treasurer resulted in the re-appointment of Bro . J . Jenkyn Jones , who was complimented on the zeal he had hitherto
displayed in the welfare of the province and thanked for services rendered . Before proceeding to the appointment of Prov . G . Officers for the next twelve months , Col . Lloyd-Philipps expressed his gratification at the way in which the officers of the past year had fulfilled their duties , and thanked them heartily for their services . He announced that he had received a letter from Lord Kensington , in which he regretted his Parliamentary duties precluded him from thc hope of being present at the meeting , and
