Glen , Bettws-y-Coed . This necessitated rest in bed , and at first everything indicated an early restoration to health . But unfavourablesymptoms supervened , and death resulted on Wednesday , the 12 th inst . The Council of which Bro . Stretton was a member lost no time in recording their sorrow at his untimely death , and promptly passed a resolution of sympathy with his widow and parents , the desire on the part of the members to pay severally their tribute of respect to the memory of the deceased being most conspicuous .

Green acknowledged the presentation in feeling yet cordial terms . The foundation-stone of a new church at Brighton , to be called St . Saviour ' s , situated in Ditchlingroad , was laid with full Masonic formalities on Wednesday .

We gladly draw attention to the meeting that was held at Freemasons' Tavern on Tuesday , at 4 p . m ., with a view to raising a fund for the purpose of presenting a testimonal to Bro . Rev . C . W . Arnold , P . G . C , Dep . P . D . G . M . Surrey , whose departure for his new home in Florida , U . S . A ., will take place at an early date—Sth September . We have often had occasion to refer with pleasure to the
great respect which Bro . Arnold has invariably and deservedly received from the brethren generally , but especially from those with whom he has been so long associated in his own particular Province of Surrey . We must all regret that he is leaving us , while at the same time we all most sincerely wish him long life and happiness in the country he is ' about to visit and make his home , a country in which he will not only find members of his own family
established , but where he will be accorded a hearty welcome by the members of that Craft universal of which he has been in England for so many years so distinguished and respected a member . We trust the testimonial about to be presented to Bro . Rev . C . W . Arnold will be worthy equally of the donors and the recipient . We have received copy of programme of a very commendable scheme for providing pensions for
Civil Servants of the Crown , and establishing a Widows ' and Orphans' Fund . The idea is that Government should deduct , say , 2 * f per cent , from the salaries of all Civil Servants over £ 100 , and 1 per cent , from all under £ 100 , and that its officers should be allowed to retire on full pay after 40 years' service , and' according to a graduated scale for shorter terms , and that , if the tax were continued on the pensions , the money thus obtained would form a fund for
the widows and orphans of officers dying in the service . It is urged that this plan would be welcomed by Civil Servants , and would be a great boon to the country , as the amount now paid in pensions would be no longer payable . The scheme is well thought out , and if , as is stated , the Civil Service is earnest in its desire for such an arrangement , we shall only be too glad if the Government sees its way to meeting its wishes .

Many of our readers in common , with the public generally , are greatly indebted to Sir Francis Bolton for the pleasurable recollections afforded them by him in connection with this and last year ' s Exhibitions at South Kensington . No one who has visited these can fail to have been struck with the beautiful effects produced by the illumination by
electricity , both of the gardens and the fountains . It has been again and again remarked to us , by men who have travelled much , and seen almost every variety of public entertainment , that nothing equals the display at South Kensington when this electric illumination takes place , and it must be borne in mind that for the wonderful effects we
are indebted to Sir Francis Bolton , whose career commenced in 1857 in the army , from which he retired in 18 S 1 with the rank of full colonel . He is also a civil engineer , and besides being the inventor of the telegraphic and visual system of signalling adopted in the army in 1863 , is Water Examiner under the Metropolis Water Act , 1871 , and is founder , and since its formation in 1 S 70 has been honorary secretary , of the Society of Telegraph Engineers and
Electricians . He is likewise the author of many important improvements and inventions in war material , and in fact his services have been of so meritorious a character that , on the recommendation of the Secretary of State for War , Her Majesty a short since conferred upon him the honour of Knighthood . Speaking selfishly we trust that Sir Francis Bolton may be the illuminating spirit of many more Exhibitions at South Kensington , while in his behalf we hope he may live very many years to enjoy the honours which have been so worthily bestowed upon him .

A grand testimonial banquet was held at the Cock Tavern , Highbury , on Tuesday , the 19 th inst ., the purpose being to present an illuminated address , accompanied by a cheque for 300 guineas , to Bro . ex-Superintendent Green , in recognition of his important services in
the district during a long term of years . Bro . H ., S . Goodall occupied the chair , and among the guests were Bros . C . F . Matier , Baker , Clarke , and others . Bro . Green acknowledged the presentation in feeling yet cordial terms . The foundation-stone of a new church at Brighton , to be called St . Saviour ' s , situated in Ditchlingroad , was laid with full Masonic formalities on Wednesday .
The ceremony was performed by the Provincial Grand Master of Sussex , R . W . Bro . Sir Walter Wyndham Burrell , Bart ., M . P . The Deputy Provincial Grand Master , Bro . Henderson Scott , was also present , and representatives from each lodge in the province . The clergy included the vicar-designate , the Rev . A . Farnall ; and the Rev . A . D . Freeman , vicar of Preston , to which the district at present belongs . The ceremony lasted two hours . A

We gladly draw attention to the meeting that was held at Freemasons' Tavern on Tuesday , at 4 p . m ., with a view to raising a fund for the purpose of presenting a testimonal to Bro . Rev . C . W . Arnold , P . G . C , Dep . P . D . G . M . Surrey , whose departure for his new home in Florida , U . S . A ., will take place at an early date—Sth September . We have often had occasion to refer with pleasure to the
great respect which Bro . Arnold has invariably and deservedly received from the brethren generally , but especially from those with whom he has been so long associated in his own particular Province of Surrey . We must all regret that he is leaving us , while at the same time we all most sincerely wish him long life and happiness in the country he is ' about to visit and make his home , a country in which he will not only find members of his own family
established , but where he will be accorded a hearty welcome by the members of that Craft universal of which he has been in England for so many years so distinguished and respected a member . We trust the testimonial about to be presented to Bro . Rev . C . W . Arnold will be worthy equally of the donors and the recipient . We have received copy of programme of a very commendable scheme for providing pensions for
Civil Servants of the Crown , and establishing a Widows ' and Orphans' Fund . The idea is that Government should deduct , say , 2 * f per cent , from the salaries of all Civil Servants over £ 100 , and 1 per cent , from all under £ 100 , and that its officers should be allowed to retire on full pay after 40 years' service , and' according to a graduated scale for shorter terms , and that , if the tax were continued on the pensions , the money thus obtained would form a fund for
the widows and orphans of officers dying in the service . It is urged that this plan would be welcomed by Civil Servants , and would be a great boon to the country , as the amount now paid in pensions would be no longer payable . The scheme is well thought out , and if , as is stated , the Civil Service is earnest in its desire for such an arrangement , we shall only be too glad if the Government sees its way to meeting its wishes .

the 14 th instant . We notice in the Freemasons' Repository for July , a report of the death , at the advanced age of 93 , of a Bro . Tobias H . Butler of Indiana , who was made a Mason in 1814 . The deceased was buried with Masonic ceremonial . Bro . Major General Laurie has been re-elected Grand Master of Nova Scotia , the re-election taking place
during our respected brother ' s absence on military duty in the North West , where he is one of the force engaged in completing the suppression of Riel ' s rebellion . Her Majesty will leave Osborne for Scotland on Tuesday next , the 23 rd inst ., and travelling by the usual route will reach Balmoral the following day . The Duchess of Albany will arrive at Abergeldie in the course of the present week .

A banquet was held on Monday , in Derry , at which the chair was occupied by Bro . Alderman Sir J . W . Ellis . The Voice of Masonry records the death , at the age of 7 S , of Bro . Thomas Glover , probably the oldest
Mason in Illinois , who was born in Manchester , England , in 1 S 07 , and initiated in Lodge Virtue , No . 152 , Manchester , in 1 S 30 . The deceased was buried with Masonic Ceremonial on the 5 th July last . At the annual assembly of the Grand Council , Royal and Select Masters , of Tennessee , held at Nashville in January last , under the presidency of 111 . Grand Master , Henry C . Hensley , ten charters were declared forfeited . Comp . John Frizzell , i \ ashville , was re-elected Grand Recorder .

Pancras .
Bro . James Stevens , P . M ., P . Z ., is now making arrangements for the delivery of his very interesting Masonic lecture , explanatory of Ritual and Ceremonial , in Metropolitan and Provincial lodges during the ensuing months , and has accepted the invitation of the Shakespeare Lodge , No . 1009 , at Manchester , for Friday , the 2 nd October , when that lodge opens its winter session .
Many of our readers in common , with the public generally , are greatly indebted to Sir Francis Bolton for the pleasurable recollections afforded them by him in connection with this and last year ' s Exhibitions at South Kensington . No one who has visited these can fail to have been struck with the beautiful effects produced by the illumination by
electricity , both of the gardens and the fountains . It has been again and again remarked to us , by men who have travelled much , and seen almost every variety of public entertainment , that nothing equals the display at South Kensington when this electric illumination takes place , and it must be borne in mind that for the wonderful effects we
are indebted to Sir Francis Bolton , whose career commenced in 1857 in the army , from which he retired in 18 S 1 with the rank of full colonel . He is also a civil engineer , and besides being the inventor of the telegraphic and visual system of signalling adopted in the army in 1863 , is Water Examiner under the Metropolis Water Act , 1871 , and is founder , and since its formation in 1 S 70 has been honorary secretary , of the Society of Telegraph Engineers and
Electricians . He is likewise the author of many important improvements and inventions in war material , and in fact his services have been of so meritorious a character that , on the recommendation of the Secretary of State for War , Her Majesty a short since conferred upon him the honour of Knighthood . Speaking selfishly we trust that Sir Francis Bolton may be the illuminating spirit of many more Exhibitions at South Kensington , while in his behalf we hope he may live very many years to enjoy the honours which have been so worthily bestowed upon him .
