Provincial Grand Lodge Of East Lancashire.
PROVINCIAL GRAND LODGE OF EAST LANCASHIRE .
The Provincial Grand Lodge of East Lancashire held its annual meeting on Thursday , the 15 th inst ., in the Town Hall , Bexlcy-square , Salford . It was the first time the Grand Lodge had held a meeting at Salford , and ,
therefore , the executives of the local lodges—to whom the arrangements were entrusted — were anxious to make these arrangements as complete and as satisfactory as possible . In this a remarkable success was achieved . It vvas universally acknowledged by all the brethren assembled that a more njnierously attended meeting hael not been
held in connection with the Grand Provincial Lodge , and that the arrangements were all that could be desired . It is worthy of lecord—and we state this on the best authority —that the attendance of brethren was larger than has ever taken place at a Masonic gathering in Lancashire since the present R . W . Provincial Grand Master ( Col . Le
GcndreN . Starkie ) was installed in the Fice Trade Hall several ( years ago . All the lodges in East Lancashirenumbering from eighty to ninety—were represented , without exceptian , some of them , and more especially those of Manchester and Salford , sending an unusually large number of brethren .

Alfred Bickley , IT . Davis Marks , John Iroop . 1 he lodge meeting was held at half-past twelve o'clock , and the brethren , having clothed themselves in the police parade room , vviiich had been kindly placed at their disposal by the Town Hall and Markets Committee , at once proceeded to the large assembly room—fully furnished for the occasion . The Craft Lodge was opened by Bro .
Southern , acting Worshipful Master , and the brethren of the Harmony Lodge , Islington-square , Salford , and afterwards the members of the Provincial Grand Lodge , consisting of the Right Worshipful Master ( Colonel Starkie ) , the Wardens , Deacons , Stewards , Chaplains , and other officers , entered , all of whom saluted after the lodge had been opened in the Thirel Degree . On the Grand Master taking
the chair he was greeted with applause , and the business of the Grand Loelge commenced . Bro . Newton , P . G . S ., called over the roll of lodges , and it was found that every lodge in the province was represented , and those of Manchester and Salford very numerously . Le-tters of apology for non-attendance were read from
Bro . J . A . Birch and others . The minutes of the meeting of the Provincial Grand Lodge , held on the 29 th November last , were submitted for conliru ation . Tliey were approved aud confirmed . The Audit Committee appointed to inquire into the Provincial Grand Treasurer ' s accounts submitted their report , from which it appeared that the receipts for the year ending in March amounted to £ 1009 , that a grant of £ 50
had been made to the East Lancashire Benevolent Association , £ 325 to the Institution for Aged Freemasons , and £ 32 to the fund for the relief of the aged widows of Freemasons . The total grants for the year amounted to £ 605 , an amount which was almost unprecedented in the annals of the province ; and £ 39 8 had been paid in salaries and working expenses , leaving a balance of £ 6 lis . 41 ! . in hand .
Bro . G . P . Brockbank complained of the enormous expense of conducting the business of the lodge . A salary of £ 250 per year had been paid to the Provincial Grand Secretary , £ 60 for stationery , and £ 50 for the expenses of deputations to London . He asked whether £ 250 was not an extravagant sum to give to the Secretary
by an institution whose income only amounted to £ 500 a year . The Worshipful Grand Master said a matter such as that which Bio . Brockbauk had mentioned was a very proper one for criticism , inasmuch as it vvas the business of the lodge to fix the salary of the Secretary , but the appointment of Grand Secretary rested with him .
Provincial Grand Lodge Of East Lancashire.
The report of the Committee was adopteel , after some further discussion , and a Committee was appointed lo inquire into the question of the Secretary ' s salary , with instructions that it should not exceed £ 200 , nor be below £ 130 per annum . The next business was the appointment of Prov . Grand Officers for the ensuing year . The following brethren were appointed by the Provincial Grand Master : —

Subsequently Bro . J . Chadwick , Manchester , was appointed I ' rov . Grand Sec , and duly invested along with the other officers . Votes of thanks having been passed to the Auditors aud Prov . Grand Treasurer , the lodge pro . ee led to th : election of a Prov . Grand Tieasurer . There were three candidates —Bros . Ellis Jones , 1174 , St . David's ; B . Taylor ,
Harmony Lodge , Salford ; and J . lladfield , 1129 , Rochdale . As this appointment rested with the lodge , all Masons below the rank of Wariiens were requested to withdraw from the lodge while the voting took place . Bro . B . Taylor ( of Eccles ) was elected by a large majority , and the result was hailed with much satisfaction , seeing that so great an honour had been conf . rred upon the Salford
district . After the various officers had been invested , the Auditors for the ensuing year were appointed . Bro . G . P . Brockbauk , P . P . S . G . Deacon , submitted the following motion , of which he had given notice : — " That inasmuch as it appears that the amount subseribeel for the purpose of the Cillendcr memorial is not sufficient to
justify the endowment of a scholarship , this Provincial Grand Loage authoiises the balance of tlie funds raised for such purposes ( after paying for a marble bust ) to be handed over to the East Lancashire Systematic Masonic Educational and Benevolent Institution , to be separately invested by the Institution in connection with the name of the late Bro . Calleneler . "
From a discussion which followed , it appeared that £ 3 80 had been subscribed , of which £ 160 had not yet been paid . The cost of the bust was about £ 70 , and the foundation of a scholarship would recjuire at least £ 400 . A suggestion was made to defer any decision upon the subject until the next annual meeting , so as to give time for raising a sufficient fund to establish a scholarship at ihe Manchester
Free Grammar School , or some other educational institution , but thii suggestion was ultimately negatived , and the original resolution passed . On the motion of Bro . Charles Heywood , P . P . G . Reg ., it was resolved that the sum of £ 50 be contributed from the Provincial Grand Lodge Fund in aid of the East Lancashire Systematic Masonic Educational and Benevolent
Institution . A resolution of condolence with the family of the late Bro . Colonel Townley Parker , a prominent member of the Craft , was adopted , and having been signed by the Right Worshipful Grand Master , it was ordered to be forwarded by the Secretaty to the relatives . This concluded the business of the lodge , and the
brethren retired in " peace and harmony . " To the banquet at the Langworthy Gallery , Peel Park , at five o ' clock , the brethren walked in procession from the Town Hall , whtre over 300 were present , and the Right Worshipful Prov . Grand Master , Colonel Le Genelre Starkie , presided . Amongstthose present were the R . W . D . P . G . M ., Bro . Geo . Mellor ; P . G . J . W . Bros . Geo . Higgiii , l' . G . C .

Davis Marks , John Iroop . 1 he lodge meeting was held at half-past twelve o'clock , and the brethren , having clothed themselves in the police parade room , vviiich had been kindly placed at their disposal by the Town Hall and Markets Committee , at once proceeded to the large assembly room—fully furnished for the occasion . The Craft Lodge was opened by Bro .
Southern , acting Worshipful Master , and the brethren of the Harmony Lodge , Islington-square , Salford , and afterwards the members of the Provincial Grand Lodge , consisting of the Right Worshipful Master ( Colonel Starkie ) , the Wardens , Deacons , Stewards , Chaplains , and other officers , entered , all of whom saluted after the lodge had been opened in the Thirel Degree . On the Grand Master taking
the chair he was greeted with applause , and the business of the Grand Loelge commenced . Bro . Newton , P . G . S ., called over the roll of lodges , and it was found that every lodge in the province was represented , and those of Manchester and Salford very numerously . Le-tters of apology for non-attendance were read from
Bro . J . A . Birch and others . The minutes of the meeting of the Provincial Grand Lodge , held on the 29 th November last , were submitted for conliru ation . Tliey were approved aud confirmed . The Audit Committee appointed to inquire into the Provincial Grand Treasurer ' s accounts submitted their report , from which it appeared that the receipts for the year ending in March amounted to £ 1009 , that a grant of £ 50
had been made to the East Lancashire Benevolent Association , £ 325 to the Institution for Aged Freemasons , and £ 32 to the fund for the relief of the aged widows of Freemasons . The total grants for the year amounted to £ 605 , an amount which was almost unprecedented in the annals of the province ; and £ 39 8 had been paid in salaries and working expenses , leaving a balance of £ 6 lis . 41 ! . in hand .
Bro . G . P . Brockbank complained of the enormous expense of conducting the business of the lodge . A salary of £ 250 per year had been paid to the Provincial Grand Secretary , £ 60 for stationery , and £ 50 for the expenses of deputations to London . He asked whether £ 250 was not an extravagant sum to give to the Secretary
by an institution whose income only amounted to £ 500 a year . The Worshipful Grand Master said a matter such as that which Bio . Brockbauk had mentioned was a very proper one for criticism , inasmuch as it vvas the business of the lodge to fix the salary of the Secretary , but the appointment of Grand Secretary rested with him .
Provincial Grand Lodge Of East Lancashire.
The report of the Committee was adopteel , after some further discussion , and a Committee was appointed lo inquire into the question of the Secretary ' s salary , with instructions that it should not exceed £ 200 , nor be below £ 130 per annum . The next business was the appointment of Prov . Grand Officers for the ensuing year . The following brethren were appointed by the Provincial Grand Master : —

Subsequently Bro . J . Chadwick , Manchester , was appointed I ' rov . Grand Sec , and duly invested along with the other officers . Votes of thanks having been passed to the Auditors aud Prov . Grand Treasurer , the lodge pro . ee led to th : election of a Prov . Grand Tieasurer . There were three candidates —Bros . Ellis Jones , 1174 , St . David's ; B . Taylor ,
Harmony Lodge , Salford ; and J . lladfield , 1129 , Rochdale . As this appointment rested with the lodge , all Masons below the rank of Wariiens were requested to withdraw from the lodge while the voting took place . Bro . B . Taylor ( of Eccles ) was elected by a large majority , and the result was hailed with much satisfaction , seeing that so great an honour had been conf . rred upon the Salford
district . After the various officers had been invested , the Auditors for the ensuing year were appointed . Bro . G . P . Brockbauk , P . P . S . G . Deacon , submitted the following motion , of which he had given notice : — " That inasmuch as it appears that the amount subseribeel for the purpose of the Cillendcr memorial is not sufficient to
justify the endowment of a scholarship , this Provincial Grand Loage authoiises the balance of tlie funds raised for such purposes ( after paying for a marble bust ) to be handed over to the East Lancashire Systematic Masonic Educational and Benevolent Institution , to be separately invested by the Institution in connection with the name of the late Bro . Calleneler . "
From a discussion which followed , it appeared that £ 3 80 had been subscribed , of which £ 160 had not yet been paid . The cost of the bust was about £ 70 , and the foundation of a scholarship would recjuire at least £ 400 . A suggestion was made to defer any decision upon the subject until the next annual meeting , so as to give time for raising a sufficient fund to establish a scholarship at ihe Manchester
Free Grammar School , or some other educational institution , but thii suggestion was ultimately negatived , and the original resolution passed . On the motion of Bro . Charles Heywood , P . P . G . Reg ., it was resolved that the sum of £ 50 be contributed from the Provincial Grand Lodge Fund in aid of the East Lancashire Systematic Masonic Educational and Benevolent
Institution . A resolution of condolence with the family of the late Bro . Colonel Townley Parker , a prominent member of the Craft , was adopted , and having been signed by the Right Worshipful Grand Master , it was ordered to be forwarded by the Secretaty to the relatives . This concluded the business of the lodge , and the
brethren retired in " peace and harmony . " To the banquet at the Langworthy Gallery , Peel Park , at five o ' clock , the brethren walked in procession from the Town Hall , whtre over 300 were present , and the Right Worshipful Prov .
