Bro . Mellor then requested the acting Deputy Provincial Grand Master ( Bro . J . L . Hine ) to apply the square , which he did , and declared the stone to be " properly formed and adjusted . " Bro . J . Hayes , P . M ., then addressed Bro . Mellor , and said : — " Very Worshipful Sir , —The stone bt ing now at rest , we pray ycu assume the setting maul and test its
stability in the name of the four cartlit . al virtues . " Bro . Mellor taking the msul , struck the stone on the four comers , saying "With temperanc , fortitude , prudence , and justice let our work be founded , and may the Almighty Architect of the Universe look down with benignity upon our present undertaking , and crown the edifice of which we have now laid the foundation stone with every success . "

Mellor poured oil on the stone , saying , " May God give us grateful hearts , antl may we bc ever ready cheerfully to relieve the wants of others . " The P . G . Chaplain reatl Exodus , chapter 30 , verses 2 i
and 26 , and afterwartls delivered an impressive oration . The whole assembly then joined in singing "The Church's one foundation , " accompanied by the bands , during which a collection was made . The P . G . Chaplain ( Bro . Roberts ) then pronounced the Benediction , and the procession reformed , and returned to the Mechanics' Institution . The Mrsunic choir consisted
of Bros . Mark Stafford , W . Dumville , N . Dumville , H . Lister , John Salmon , antl H . T . Robberds . The Masonic ceremony was arranged antl conducted by Bro . J . H . Sillitoe , Past Provincial Grand Director of Ceremonies . Too much praise cannot be given to the W . M ., officers , and P . M . ' s of the Prince Alfred Lotlge , for the admirable
arrangements they had made for the comfort anil convenience of such an immense gathering . Only one opinion was cxpiessed , and that was " that the ariangements were perfection . " During the ceremony of laying the stone about 400
members of the 4 th We ^ t York Rifle Volunteers arrived on the ground , and at the conclusion fired a J'cu-de-joie in honour of Her Majesty ' s birthday . A banquet afterwards fallowed in the Institution , presided over by Bro . George Mellor , antl a most enjoyable evening was spent .

In the Masor . ic Craft , Bro . Martel—whose body was taken to the Temple , Jersey , on Wednesday evening , the 7 th inst . —stood hig h in the estimation of his brother Masons , and in the various duties which he from time to time discharged , his aptitude was everywhere manifestly apparent , ar . d in his manner of conducting the business of
a loilge he had but few , if any , equals . He was a Past Master of the Royal Sussex Lodge , and also of St . Aubin's Lodge . He was also a P . M . P . S . of theConcortl Conclave , in connection with the Red Cross Kni g hts of Constantine , and likewise enjoyed the titles if P . Z . and P . G . J . W ., the latter being the last honour conferred on him . He had been the recipient of several valuable gifts for services
rendered to the Craft of which he was so exemplary and honourable a member . He vvas one of the delegates irom Jersey who were present at the installation in London of the Prince of | Wales as Grand Master of the Masonic Craft , and received a gold medal in commemoration of the event ; therefore , under these worthy circumstances , it need bc no matter for suprise that a dispensation vvas readily granted

M ., for a Masonic funeral such as that which has been witnessed by thousands of the community , and the like of which has not been seen for years in the town cf St . Ilclier . The profession , which left the Temple about three o ' clock , comprised representatives from the following lodges , with their banners and regalia : Royal Alfred , 8 77 ; La Cesare ' e , 590 ;
Mechanics , 245 ; Yarborough , 244 ; Royal Susstx , 491 ; St . Aubin's , 95 8 . The hearse was an open one , drawn by six horses . Following the above came a large number of the members of the Ancient Order of Foresters , wearing the new funeral neck ribbon , and next in order were the Oddfellows , wearing cobourg hatbands , the whole forming a most
imposing , yet sad , spectacle , the strains of the " Dead March in Saul , " and " Adeste , Fideles , " played alternately by Mr . W . McKee's band , falling upon the ear with solemn effect as the mournful cortege , in which the Ca : sarcan Dramatic and Literary Society was represented , traversed Stopford-road , David-place , Bath-street , Beresfordstreet , Halkett-place , Morlcr-lanr , and the Royal Square , to the Town Church , where tti « Masons 01 emit out , and
the coffin was borne on shoulders within the sacred edifice . After the first portion of the burial sc . vicc hatl been read by Bro . Rev . Jordayne Cavc-Brownc-Caii ( St . where the last sad rites were performed with all the due solemnity befitting the occasion , and which had called together such a large number of the Masonic Craft . Bro . O . Dodge , P . M ., P . P . G . Reg ., delivered the funeral oration at the grave with much sympathetic feeling , the custom of breaking the wands and of throwing sprigs of acacia upon the coffin terminating the sad antl long to be
remembered spectacle . Many present were visibly affictetl , the closing proceedings being of a most touching character , aiv . l the like of which is seldom witnessed in this island . Afk r the precession had re-formed , it returned by way of St . John ' s-road , Rouge Bouillon , Midvale-road , Davidplace , and btop * ord-road , to the Temple , where the lotlge vvas duly closet ! , the Foresters and Oddfellows proceeding to the Prince of Wales Room and the Minden Hall ,
respectively , and shortly afterwards separating for their various homes , not soon however to forget the solemn mission in which they had been engaged but a short time previously . Bro . Etlward Martel is the third Mason of note who has died in less than a twelvemonth , Bro . Albert Schmitt having passed away in June , 187 S , and Bro . Philip W . Benham in January of the present year . There was just eleven months , day to day , between the deaths of Bios . Schmitt and Martel .
We ought to add that from the summit of the Temple the Royal Standard and Union Jack floated hilf-mast as a maik of respect to the deceased brother , whose death is alike regretted by the Masons , Foresters , and Oddfellows , and although he may be most missed by the Masonic Craft , still the members of the other socieics , and more especially the members of the Couit of Foresters with which he had been so long antl so intimately associated ,
will not forget hi ; worth , and a tribute to perpetuate his memory w . t . uld indeed be only a just due to one who served his couit so faithful antl wel ' , and whose deeds will live to recall a name both revered anil respected by all in the Order of Foresters who had the pleasure and the honour of his acquaintance . We sympathise with his family in the hour of their affliction , and hope that their loss is his eternal gain .

The Provincial Grand Lodge of Cornwall is to have a busy day on Tuesday , the toil prox . The Prov . G . M ., the Right Hon . the Earl of Mount Edgcumbe , has
arranged to dedicate the new Masonic Hall of the St . Matthew ' s Lotlge , No . 856 , Lostwithiel , at 0 . 30 a . m . Then to proceed , in a sptcial train provided for the members , to Fowey , and open the Prov . Grand Lodge , at 11 . 50 a . m . At 1 2 . 30 there is to be a procession to church , the

Etlward Martel is the third Mason of note who has died in less than a twelvemonth , Bro . Albert Schmitt having passed away in June , 187 S , and Bro . Philip W . Benham in January of the present year . There was just eleven months , day to day , between the deaths of Bios . Schmitt and Martel .
We ought to add that from the summit of the Temple the Royal Standard and Union Jack floated hilf-mast as a maik of respect to the deceased brother , whose death is alike regretted by the Masons , Foresters , and Oddfellows , and although he may be most missed by the Masonic Craft , still the members of the other socieics , and more especially the members of the Couit of Foresters with which he had been so long antl so intimately associated ,
will not forget hi ; worth , and a tribute to perpetuate his memory w . t . uld indeed be only a just due to one who served his couit so faithful antl wel ' , and whose deeds will live to recall a name both revered anil respected by all in the Order of Foresters who had the pleasure and the honour of his acquaintance . We sympathise with his family in the hour of their affliction , and hope that their loss is his eternal gain .

M . is a most able chairman , and , therefore , it is likely the whole arrangements will bc duly carried out to the full satisfaction of all concerned .

W . of Leicestershire antl Rutland , on Monday last turned the first soil of the new public park near the Abbey ruins , Leicester , in the presence of the members of the corporation and a large concojrse of people .
