Bro . J . L . HINE , P . P . G . J . W ., moved as an amendment that the recommendation as to the purchase of presentations and votes for the Institution for Aged Freemasons and Widows be adopted . This was seconded by Bro . J . A . BIRCH , P . P . G . J . W ., and on being put was voted for by a large majority .
A second amendment in favour of the acquisition by purchase of St . Mary ' s Church , Manchester , with the object of turning it into a Masonic Temple , was brought forward but had no seconder , and Bro . Hine ' s amendment was carried as a substantive resolution .
It was afterwards decided that the Charity Committee of the Provincial Grand Lodge , and also the Charity representatives of the lodges of the province connected with the East Lancashire Systematic Masonic Benevolent Institution , should form a general Committee to arrange for next year ' s jubilee festival in Manchester . annual of the
The PROV . GRAND M ASTER announced that the meeting Provincial Grand Lodge would be held in Manchester , on the nth or iSth May . 1 SS 7 . Four brethren were nominated for the office of Prov . Grand Treasurer , viz .: Bros . W . Nicholl , P . M . 317 ; W . VV . Warburton , P . M . 163 ; Evan Williams , P . M . 327 ; and Samuel Warburton , P . M . 1052 . The appointment will be made in May next .

Befote separating the brethren voted 200 guineas from the funds of the Provincial Grand Lodge to the Royal Masonic Benevolent Institution for Aged Freemasons and Widows of Freemasons , in the proportion of 100 guineas to each fund .

The business before the chapter was chiefly of a routine character , the principal exception being the retirement of Comp . Gwinnett from the position of Treasurer , which he had held since the institution of Provincial Grand Chapter , two years ago . He explained that this step was taken by
him for the same reason that had dictated his resignation of the similar position he had for several years held in Provincial Grand Lodge , viz ., his advancing years ; and he thanked the lodge for the consideration and confidence by which the discharge of his duties had been made so pleasant . His resignation tvas received with a formal vote of thanks for his services , moved from the chair in words of fraternal feeling .
As Comp . Gwinnett ' s successor in the office Comp . VASSAR-SMITH proposed , and Comp . FORTH seconded , the election of Comp . Jas . B . Winterbotham , a nomination which was approved with cordial

He had so carried himself in party conflict that , while he was trusted by one party in the State , he had earned the respect of those by whom he was opposed ; and now he had accepted , perhaps at some personal risk , the most onerous position an Englishman could fill . By none would the prayer be uttered more fervently than by the Masons of Gloucestershire that his life might be long spared , and that he might live many years in the service of his country .
Bro . Sir MICHAEL HICKS -BEACH , in replying , said there was little of personal sacrifice in his presence on that occasion ; they could hardly perhaps , realise the pleasure it was to retire for a short space from the conflict of political life and come home to his Masonic companions in Gloucestershire . The other pressing claims upon his time had compelled him to trespass heavily upon the indulgence of the brethren of the province , and
he especially regretted his enforced absence from the last meeting of Provincial Grand Lodge at Gloucester ; but he cordially appreciated the arrangements made for his reception and welcome on that occasion . He hoped , at some future time , to atone for the shortcomings his brethren now treated so lenientl y and to again return amongst them . As to any personal risk incurred in the post he now occupied , that went for little ; but the position was , as it had been described , an onerous one . He was upheld in the
discharge of its duties not merely by the support of those whose views he more immediately represented , but by confidence in the sympathy and indulgence which his fellow-countrymen of every shade of opinion extended towards one who endeavoured to do his duty . Whatever other duties might devolve upon him he assured them that he was not forgetful of his Masonic obligations in Gloucestershire , and that he looked forward to the time when he could more completely fulfil them .
At the close of the meeting Sir Michael left Cheltenham for Dublin , a saloon carriage having been reserved for him in the Irish mail , which he joined at Stafford .
