PROVINCIAL GRAND LODGE OF HAMPSHIRE AND THE ISLE OF WIGHT .
The Grand Lodge of the Province of Hampshire and the Isle of Wight assembled at the Queen's Rooms , Newport , on Monday , when there was an exceptionally large attendance of brethren , the calling of the roll by the P . G . Secretary , W . Bro . Goble , producing affirmatives from representatives of the following lodges : —Medina , 35 ; ( Economy , 7 6 , * Royal Gloucester , 130 ; Unity , 132 ; Albany , 151 ; East Medina , 175 ; Hengist , 195 ;

The large room had been very appropriately prepared by the brethren of the entertaining lodge , the Albany , for lodge purposes , and it may be added that the numerous banners suspended in the hall included those belonging lo the Isle of Wight when it was an independent lodge and chapter province . The bells of St . Thomas , by permission of the Vicar , were merrily rung at intervals during thc day .
The chair was occupied by the Right Worshipful Bro . W . W . B . Beach , M . P ., Prov . Grand Master ; who was supported on the right by W . Bro . J . E . Le Feuvre , D . P . G . M . ; W . Bro . Major Shalden Smith being present as G . S . W . ; andAV . Bro . Cawte acting as G . J . W . After the reception of
the Provincial Grand Lodge . Committee s report on grants of money for relief , and on elections to Masonic Institutions , W . Bro . NIVEN asked if any practical good had followed upon the resolution of P . G . Lodge . last year to send a representative on the executive of each of the three Masonic charities .
The DEPUTY PROV . GRAND MASEEK replied in detail , and said great benefit had resulted . On the motion of W . Bro . HOLBROOK , P . M ., seconded by W . Bro . DAMI ' IER-CHILD , P . M ., W . Bro . Rastrick , of Portsmouth , was unanimously and by acclamation re-elected Provincial Grand Treasurer for the ensuing year , the PROV . GRAND MASTER taking occasion to express appreciation of Bro . Rastrick ' s past services .
\ V . Bro . LANCASTER , P . M ., moved that the sum of fifty guineas be given from the funds of Provincial Grand Lodge in support ol the recently established Hampshire and Isle of Wight Masonic Educational and Benevolent Institution . He added , as showing the interest evinced throughout the province in the establishment of the Institution , that he held in his hand a list of subscriptions from lodges and individuals to the amount of £ 185 .
The PROV . GRAND SECRETARY having seconded the motion , the Rev . G . N . Palmer moved a friendly amendment to the effect that a motion he proposed two years ago for a grant from Prov . G . Lodge funds to thc Institution for the benefit of Aged Freemasons or their Widows having been withdrawn solely because Prov . G . Lodge funds would not permit of such a grant , no payment be made to the local institution until a grant was
made to the Aged Institution . This was duly seconded , but was , however , lost by a large majority . A motion of which Bro . Lancaster had given notice , to apply the interest from the invested funds of Prov . G . Lodge to the Educational and Benevolent Association was withdrawn , notice being given of a proposal to alter the existing bv-laws so as to meet the case .
\ V . Bro . SNELLING , having obtained previous permission of the Prov . Grand Master , introduced the question of the desirability of Prov . Grand Lodge being identified with the restoration of the reredos in Winchester Cathedral , and said that most certainly three Grand Masters of England were buried within the Cathedral : De la Roche , Cardinal Beaulort , and Bishop Waynfiete . He believed there was a fourth , but he had not yet been able to identify thc fact .
The D . P . G . M . suggested that probably William of Wykeham was the fourth .
Bro . SNELLING urged that the erection ofa statue in the reredos to one these Grand Masters was a work that might very properly be undertaken by Hampshire Freemasons , and moved a resolution recommending the work to the lodges and chapters of the province , and that a subscription list be
opened for the purpose , headed by a contribution of 25 guineas from Prov . G . Lodge funds . One of the largest sized statues would , he said , in marble cost £ 300 ; in other material £ 100 and upwards . From the 43 lodges in the province , embracing 3000 Masons , there should be no difficulty in raising sufficient funds .
W . Bro . VV . H . J ACOB , P . M ., seconded the motion , and said history was opposed lo the suggestion of the D . P . G . M . that William of Wykeham wns the fourth of the Grand Masters lying in the Cathedral , although his work would have well qualified him to hold such a high position in the Craft . He reminded the brethren that in various parts of the kingdom Masons were assisting in thc restoration of cathedrals by subscriptions .
The PROV . GRAND MASTER said that when Bro . Snelling suggested to him that this was a matter which might very well be brought before Grand Lodge he a lowed it to be introduced as next year would be too late . The question was whether the Masons of Hampshire and the Isle of Wight would wish to signal se 'he restoration ol the reredos in this ancient and
historical building by a donaiion from themselves , and it was for the Prov . Grand Lodge to consider whether it could do so without affecting the means at their disposa for charitable purposes . CONSECRATION OF THE PENTANGLE CONCLAVE , No . 147 , RED CROSS OF ROME AND CONSTANTINE .
Friday , 14 th August , may be considered a red letter day in the annals of the Knights of Rome and the Red Cross of Constantine , as on that day a new conclave was inaugurated and dedicated at the Sun Hotel , Chatham , called the Pentangle Conclave , No . 147 on the muster roll . The Most Illustrious Grand Sovereign , Col . Sir Francis Burdett , Bart ., journied from his Manor of Ramsbury , Wilts , especially to undertake the duty of
Consecrating Officer , in which ceremony he was assisted by the Grand Recorder , Sir Knt . C . F . Hogard , who had very kindly undertaken the preparation of the programme of the proceedings ; Sir Knt . J . G . Chillingworth , lntendant General of the division of Kent , acted as High Prelate ; Sir Knt . Dicketts , P . S . 2 , as Viceroy ; Sir Knt . Moon , P . S . 2 , as Senior General ; Sir Knt . Venn , P . S . 2 , as Junior General ; and Sir Knt . M . W . Bolton , P . S . 121 , as Orator .
The ceremony of dedication having been very ably performed by the Most III . Grand Sovereign , he proceeded to enthrone Sir Knt . Penfold ( M . D . ) as M . P . Sovereign of the new conclave , who then consecrated Sir Knt . Ninnis as Viceroy , and appointed and invested the following officersviz ., Sir Knights V . Brown as Sen . General ; T . Conry as Jun . General ; J . T . Ready , Treasurer and High Prelate ; W . Watson , Recorder ; and Spurrier as Prefect . The appointment of the rest of the officers was deferred .
The Most 111 . Grand Sovereign was elected an honorary member , with the best thanks of the new conclave for the trouble he had taken in coming to Chatham and performing the ceremonies of the day . In returning thanks for the vote Sir FRANCIS took the opportunity of saying that it particularly concerned every Order of Freemasonry , more especially a new Conclave of the Order of Rome and the Red Cross of Constantine , to be
extremely careful as to the candidates they admitted—it was not quantity but quality that was required to sustain the Order , and he hoped that the members of the Pentangle Conclave would bear this in mind , and he had every reason to believe that , with the efforts of the founders , they had before them a grand career of prosperity . Several names were proposed for installation atthe next regular meeting ,
after which the conclave was duly closed , and the Sir Knights adjourned to an excellent banquet provided by mine host , Sir Knt . Spurrier , and after doing full justice to the viands , the usual toasts were given by the M . P . S ., Col . Sir FRANCIS BURDETT responding for "The Health of the Grand Sovereign ; " Sir Knt . HOGARD , Grand Recorder , for that of " Honourable T . W . Orde-Powlett . Grand Viceroy , and the Grand Council ; " and Sir
Knt . DICKETTS for " The Grand Senate . " The Sir Knights from London then withdrew , trains—like time arid tide —waiting for no man , and the other toasts having been duly honoured , the Sir Knights separated at a fairly early hour , everyone expressing their satisfaction at the arrangements made for their comfort , and looking forward to an increased prosperity for the Order .

MOIRA , FRANCIS RAWDON , BARON . —Afterwards Marquis of Hastings ; born in 1754 and died in 1826 . He was a distinguished Statesman as well as Freemason , and acting Grand Master of England from 1790 to 1812 . He was also Grand Master of Scotland in 1806 , and is said to have laid the foundation-stone of the first Masonic Hall in Edinburgh , in 1808 . In 1793 he presented to the King a loyal address from the Freemasons ; and on his departure for India , on . jan . 28 , 1813 , a farewell banquet was offered to him
at Freemasons Hall , at which six members of the Royal Family were present—the Dukes of Sussex , York , Clarence , Kent , Cumberland , and Gloucester—and 500 brethren . A magnificent jewel was then presented to Lord Moira , on behalf of the Order , in Special Grand Lodge , by the Duke of Sussex . "To no person , " says Oliver , "had Masonry for many years been more indebted than to the Earl of Moira , now Marquess Hastings . after which the conclave was duly closed , and the Sir Knights adjourned to an excellent banquet provided by mine host , Sir Knt . Spurrier , and after doing full justice to the viands , the usual toasts were given by the M . P . S ., Col . Sir FRANCIS BURDETT responding for "The Health of the Grand Sovereign ; " Sir Knt . HOGARD , Grand Recorder , for that of " Honourable T . W . Orde-Powlett . Grand Viceroy , and the Grand Council ; " and Sir

" The Sir Knights from London then withdrew , trains—like time arid tide —waiting for no man , and the other toasts having been duly honoured , the Sir Knights separated at a fairly early hour , everyone expressing their satisfaction at the arrangements made for their comfort , and looking forward to an increased prosperity for the Order .

MOIRA , FRANCIS RAWDON , BARON . —Afterwards Marquis of Hastings ; born in 1754 and died in 1826 . He was a distinguished Statesman as well as Freemason , and acting Grand Master of England from 1790 to 1812 . He was also Grand Master of Scotland in 1806 , and is said to have laid the foundation-stone of the first Masonic Hall in Edinburgh , in 1808 . In 1793 he presented to the King a loyal address from the Freemasons ; and on his departure for India , on . jan . 28 , 1813 , a farewell banquet was offered to him
at Freemasons Hall , at which six members of the Royal Family were present—the Dukes of Sussex , York , Clarence , Kent , Cumberland , and Gloucester—and 500 brethren . A magnificent jewel was then presented to Lord Moira , on behalf of the Order , in Special Grand Lodge , by the Duke of Sussex . "To no person , " says Oliver , "had Masonry for many years been more indebted than to the Earl of Moira , now Marquess Hastings .
